Safe Harbor Practitioner Exemption Laws protect complementary and alternative health care practitioners such as herbalists, homeopaths, traditional naturopaths, Ayurveda practitioners, energy healers, and many others from the charge of ‘practicing without a license.’ Without Safe Harbor, you could lose access to your favorite healers.
Licensing is only required for occupations that present an imminent and significant risk of harm to the public. Protection for unlicensed complementary and alternative practitioners whose practices do not rise to the level of harm requiring licensure is crucial!
S.1481/H.2504, An Act providing for consumer access to and the right to practice complementary and alternative health care services was heard in the Joint Committee on Public Health on July 14, 2025.
The Senate bill, S.1481 was reported favorably by committee and referred to the Joint Committee on Health Care Financing. The companion bill in the House, H.2504, has not moved out of the House Committee on Public Health to follow the Senate bill. For over 6 months, there has been no progress. We need your help: let’s advance these bills and help them become law!
