Your Testimony is Needed

A Public Hearing for the complementary and
Alternative Health Care Safe Harbor Bill, SB452, has
been scheduled for a hearing Wednesday, February 11,
2026, beginning at 9:00 a.m. EST

Urgent–Support New Hampshire SB452 as amended!

Come to the Public Hearing on Wednesday, February 11, 2026, at 9:00 a.m. where SB452 will be heard, protecting complementary and alternative health care practices!

You can also submit written testimony. If you are a complementary or alternative health care practitioner in the state of New Hampshire or are a consumer who uses complementary or alternative health care to get and stay well, your support is needed!

ACTION STEPS

Come to the hearing OR submit your written testimony to the committee. 

  • How to sign up to speak on a bill: All spoken testimony before the committee will be done in person at the State House Complex in Concord. To sign up to speak on a bill, please use the sign-up sheets provided in the committee room on the day of the hearing. The New Hampshire Senate Health and Human Services Committee will hear the bill in SH Room100.

  • How to submit written testimony: Written testimony should be submitted to the committee via the “Email All Committee Members” link found here.  Please include the bill number in the subject line of the email, as well as your name, address, phone number, and organization, if any, in the submitted testimony and “Health and Human Services Committee Testimony, Bill SB452 in the subject line of the email. See the sample letter below.

  • How to indicate general support: If you are unable to testify in person or submit written testimony, the New Hampshire Senate will accept your indication of “Support” for a bill through their online portal, which acts as an indicator of public support for legislators who use that to help inform them about the popularity of a bill. While it is the least impactful, it is a show of support that they will see. Choose Feb 11th and Health and Human Services, and then register your support. Find link here. 

  • Send a letter of support to your Senator: If you are a resident of New Hampshire, CLICK HERE to send a direct pre-written message that you can edit to your Senator to support the bill.

What are Safe Harbor Laws and why are they so important?

Safe harbor laws provide a practical way for states to assure continued consumer access to, and the availability of, complementary and alternative health care practitioners such as herbalists, homeopaths, traditional naturopaths, Ayurveda practitioners, energy healers, wellness consultants, and many others who are not licensed by the state as conventional medical occupations.

This legislation, with Sen. Ward’s amendment to be introduced at the hearing, provides legal protection for unlicensed practitioners from charges of practicing medicine without a license by clarifying existing law, and setting common sense boundaries that practitioners must maintain, including prohibited acts and mandatory professional disclosures. It costs the state of New Hampshire zero dollars to implement.

If passed, New Hampshire would join eleven other states in protecting the thousands of wonderful complementary and alternative practitioners such as herbalists, homeopaths, traditional naturopaths, Ayurveda practitioners, energy healers, wellness consultants, and many others who are providing great services to health-seekers in New Hampshire.

My name is (your first and last name) (or I am writing on behalf of a business or organization), and I am a (type of practitioner, teacher, or consumer) who resides in New Hampshire. (Do not add where you reside if you do not live or work in NH. Please note that anyone in the US can join in writing a letter of support.)

State that you are supporting SB452 as amended, and why you support protecting unlicensed alternative and complementary health practitioners. Include a personal story, perhaps how you or someone you know benefited from this care. Tell the Committee why the issue is important to you and how it will affect you, your family, and your community (and/or organization or business).

Example: I want to voice my strong support SB452 as amended, as it will protect existing holistic practitioners in the state and encourage new ones to set up practices. More and more people are taking charge of their health by using alternative health practitioners for symptom relief and are seeing the benefits of it. I have personally benefited from several different practices. (Share your experience)

As stress in our lives increases and disease rates soar, easy access to holistic health practitioners keeping residents healthy is something every state should want to encourage by offering Safe Harbor protection to practitioners.
