
Top Health Freedom Highlights of 2025
Today we acknowledge and highlight the overall expansion and successes of the 2025 Health Freedom movement. This year has brought immeasurably increased understanding and awareness of the importance of health freedom in our lives.
National Health Freedom Coalition and National Health Freedom Action work along with hundreds of other amazing organizations promoting health freedom in this complex and evolving technological society.
True health freedom involves: The right of people to choose and exercise their own responsibility for their health journey, and the freedom to shape one’s own life and community as it relates to health.
The following are some of the Top Health Freedom Highlights of 2025:
The Right to Refuse project has biweekly meetings with state leaders to discuss the introduction of and lobbying for bills to protect health freedoms and maintains a website of all the Right to Refuse bills introduced and whether they have passed. Right to Refuse researched hundreds of bills in 2025 and tracked and posted many on righttorefuse.org. Thirteen of the bills passed successfully into law in 2025. Topics presented to state leaders in the biweekly meetings included: Vaccine Exemption Executive Orders, MAHA and Selected Executive Actions, Freedom versus Bans, Vaccine Liability History, New Bills, 100 Days of MAHA, and Consent and Informed Consent Forms.
Religious exemptions were protected by the U.S. Supreme Court’s very recent (December 8, 2025) decision in Miller v. McDonald, a New York state case regarding whether the state of New York must allow religious exemptions to vaccine mandates for public schools. The Supreme Court vacated the lower court ruling which upheld the mandate, and remanded to that lower court for a new decision consistent with Mahmoud v. Taylor, a case where religious beliefs were upheld in a public school situation.
The Federal Department of Health and Human Services replaced members of the Advisory Committee on Immunization Practices (ACIP). HHS Secretary RFK Jr. stated that, “The public must know that unbiased science—evaluated through a transparent process and insulated from conflicts of interest—guides the recommendations of our health agencies.”
Complementary and alternative health care practitioner protection bills for homeopaths, traditional naturopaths, herbalists and many other healing practitioners, often called “Safe Harbor bills”, were introduced in two states, and an additional 11 states are working on future introductions.
Licensed medical doctors and other licensed health care professionals need protection from being disciplined for going outside of their conventional standards of care when they use alternative treatments. Increased education and presentations are being done on this issue, and Utah successfully passed a bill to protect their professionals in 2023.
Fluoride has been banned in public water works in 2025 in two states, Utah and Florida. More information is being shared about the toxicity of fluoride, and other states are considering legislation to restrict its use. HHS is reviewing the impact of fluoride on children’s health.
Federal draft legislation for homeopathic drugs is being designed to protect the manufacturing and selling of homeopathic remedies, modifying federal law to remove unnecessary restrictions and to ensure that all homeopathic remedies are accessible to consumers.
More truth about the toxicity of substances in agriculture is being exposed to the public, alerting people of the need for change in agriculture policies; toxic substances in foods are being directly addressed by HHS in their work to remove dyes and other toxic additives from our school lunch programs.
The understanding that wireless radiation can be dangerous has become mainstream. Groups are opposing federal bills which act as giveaways to big telecom and which lead to irresponsible proliferation and location of wireless infrastructure like cell towers, 5G poles, and antennas. Others are working to repeal Section 704 of the 1996 Telecommunications Act, which strips away the ability of state and local government to regulate cell towers and antennas on the basis of health and environment.
Geoengineering or weather modification is also entering mainstream conversation and knowledge. Florida and Tennessee passed bills making certain forms of weather modification illegal, including Florida’s new law stopping weather modification through new regulations at their airports. A federal bill, the Clear Skies Act HR4406 has been introduced that would prohibit weather modification.
Citizens are becoming more informed and aware of the downsides of the Real ID, and how its tracking and surveillance capabilities impact their health information and privacy. And there is concern that people will need to carry that ID with them for certain activities, such as travel or access to public services.
Artificial Intelligence (AI) and Big Data Centers are in the news, and information is coming out to the public about their impact on communities, such as the need for increased energy and increased water supplies for electrical and big-databank cooling. And individuals face concerns as they apply AI to their daily lives. Conversations are budding as to how AI will impact relationships with health care providers and how AI-generated information will be gathered, and for what reasons it will be used.
Speech that has been considered disinformation and misinformation under dominant narratives and structures is being freed up and protected with challenges based on freedom of speech arguments. Truth is having a broader range of exploration and protections.
