
Right to Refuse: State Groups Working to Pass Laws
Protecting our Bodily Autonomy!
Inspired by the “COVID regime” of mandates and mandatory masking, in December 2020 the Right to Refuse project was born. This project is a national campaign to help you pass laws in your state to protect your health and medical freedom.
The topic of “Right to Refuse” encompasses a broad range of different types of bills, from freedom from mandates, to protecting consumer rights to have proper information during health freedom decision making.
The project is a collaboration between National Health Freedom Action, California Health Coalition Advocacy, and long-term health freedom leaders from Massachusetts and Vermont. The project includes three key components:
The RighttoRefuse.org website, which tracks pending and passed Right to Refuse bills;
Twice-a-month meetings of state health freedom group leaders who gather to discuss latest developments and potential solutions in their states; and
Weekly meetings with those states requesting individual help with bill language drafting, lobbying, and other support.
The biweekly state leaders’ meetings usually have a guest speaker and time for each state to check in on where current and proposed legislation stands. It is a chance to share bill ideas, lobbying strategies, and inspiration. The RighttoRefuse.org website has an interactive map of the USA; by clicking on a state you can see if there is a group actively promoting bodily autonomy bills.
In 2025, the following nine state organizations have actively participated in the state leaders’ Right to Refuse meetings, and many other state groups are working in their state to protect health freedom. If you have a state group that wants to join in this project, please contact us at NHFA.
California
California Health Coalition Advocacy monitors and reports on legislation impacting health freedom in California. In 2024 it successfully sponsored SB1099, which will ensure that the public has access to information about the activities of the California Biobank which stores residual newborn screening samples, by requiring CDPH to annually prepare a report, deliver a copy of the report to the Legislature, and post the report on their website. This year, CHCA is working to pass a law that would require written consent for FDA “Black Box” warning products.
Indiana
Hoosiers for Medical Liberty seeks to promote the social welfare of Hoosiers through the education of citizens and lawmakers in the state of Indiana regarding bodily autonomy, medical liberty, and informed consent. In the current legislative session, at the request of H4MF two important bills were filed: HB1427 would require manufacturers of liability-shielded products to conduct placebo controlled safety studies including research into the ability to cause cancer, allergies, fertility impacts and more; HB1338 would allow an employer to mandate vaccinations so long as they respect the individual’s right to refuse.
Kansas
Kansans for Health Freedom champions parental rights, medical freedom, religious liberty, and informed consent. In 2025, KHF supported SB29, The Constitutional Right to Health Freedom Act and SB19, The Conscientious Right to Refuse Act.
Massachusetts
Health Rights MA supports several important bills impacting health freedom in the current legislative session. S1227/H2011, An Act Relative to Bodily Autonomy and Family Integrity, protects the fundamental right of the people of Massachusetts to make their own health decisions for themselves and their families, without coercion. S539/H243, would prohibit the requirement of a COVID-19 vaccine, mRNA vaccine, or gene-altering procedure to ensure that the people of Massachusetts have a genuine choice whether to accept or reject these interventions.
Pennsylvania
Pennsylvania Coalition for Informed Choice’s mission is to preserve the human right to informed consent and transparency in matters impacting our health — including medical procedures, data privacy, food, soil, water, and air, while also holding Pennsylvania legislators accountable to their constitutional duty to safeguard individual freedoms. Bills pending in Pennsylvania include SB1018: Voluntary mRNA vaccine requirement, HB1793: No mRNA vaccines for livestock, SB957: Blood Transparency and Patient Rights Act, SB405: Food containing vaccines, and HB617: Right to medical freedom.
South Dakota
Health Freedom South Dakota seeks to advocate for the rights of individuals and parents to make their own informed decisions about what medical procedures are PRACTICED on them and THEIR children. In partnership with Stand for Health Freedom, HFSD invites folks to contact their elected officials and ask them to end vaccine mandates in the state.
Vermont
Vermont Stands Up connects Vermonters who care deeply about personal choice, transparency, and respectful dialogue. Their members come from every corner of Vermont, united by a shared commitment to protecting individual rights and supporting informed decisions. Vermont Stands Up is working to pass five bills: HB393: Prohibition on requiring face masks in schools; HB61: Bodily autonomy and healthcare decision making; HB274: Hospital patients’ right not to be denied care based on vaccination status; HB69: An act relating to reporting on adverse reactions related to immunizations; and HB60 which would add vaccination status to anti-discrimination law for housing, public accommodations, and employment.
Virginia
The Virginia Medical Freedom Alliance has a mission to restore and protect the unalienable individual right to medical freedom within the Commonwealth of Virginia by ensuring informed consent, bodily sovereignty, and the sanctity of the doctor-patient relationship. Washington
Informed Choice Washington is closely following 21 bills to support or oppose in the 2025/2026 legislative session. This organization of parents, families, medical professionals, educators, and Washingtonians from all walks of life, believe in healthy immunity, personal freedoms and individual choices, including vaccination choice and health care choices. They posit that the right to make those choices without coercion is fundamental to our civil liberties.
