National Health Freedom Action:
2025 Year in Review

National Health Freedom Action (NHFA) envisions an America where all people can access the practitioners and products they need on their healing journey—and are free to make their own health decisions for themselves and their families.

In 2025, NHFA expanded its legislative and educational work nationwide, strengthening grassroots movements, advancing freedom-based health policy, and defending access to diverse healing practices in an increasingly complex regulatory environment.

Safe Harbor Practitioner Exemption Bills

NHFA attorneys supported Safe Harbor efforts in 14 states in 2025, while also defending existing protections from regulatory erosion. Safe harbor laws provide a practical way for states to assure continued consumer access to, and the availability of, complementary and alternative health care practitioners.

Arizona, California, Colorado, Connecticut, Florida, Kentucky, Maryland, Massachusetts, New Hampshire, New Jersey, Oklahoma, Oregon, Pennsylvania, Tennessee and Texas

Massachusetts Highlight

  • Safe Harbor legislation, H 2504 and companion bill S 1481, was introduced and heard

  • NHFA testified alongside local activists and practitioners

  • Bills assigned to the Health Finance Committee and awaiting a vote

Oklahoma Highlight

Two Safe Harbor bills introduced: HB 1145 and companion SB 361

  • Bills did not advance to a hearing during the 2025 session

  • Sponsors carried the bills forward

  • New sponsors secured for the 2026 legislative session

NHFA also worked to oppose or mitigate legislation in multiple states that would have weakened Safe Harbor protections or restricted practitioner access.

Right to Refuse: National Collaboration

NHFA’s Right to Refuse Project continued to serve as a national hub for state leaders seeking to protect bodily autonomy. NHFA attorneys tracked legislation, analyzed executive actions and court rulings, and translated rapidly evolving developments into clear, actionable guidance for advocates across the country.

Attorney Steven O’Connor led NHFA’s Right to Refuse legal education and legislative support throughout 2025. This work included national virtual briefings, analysis of legislation, written alerts, and direct assistance to state-level advocacy efforts.

Right to Refuse – State Work

NHFA provided legal and strategic support to state-level Right to Refuse efforts in 2025, including:

  • Vermont – Drafting and legislative strategy for a bill banning mask mandates in schools

  • California – Assistance drafting Black Box warnings written consent legislation

  • South Carolina – Analysis of proposed mRNA-related legislation

  • Massachusetts – Legislative drafting and advocacy support for multiple Right to Refuse initiatives aimed at protecting bodily autonomy and family integrity

Expanded Care Practice Act

NHFA continued advancing its Expanded Care Practice Act model, designed to protect licensed practitioners who responsibly use alternative and integrative approaches.

2025 Efforts Included:

  • Updated and recorded Expanded Practice Model Act educational video

  • Statutory research in Texas, California, Massachusetts, and New Mexico

  • Analysis of medical discipline cases to inform legislative strategy

Core Principles:

Freedom to provide treatments outside of the prevailing standard of care, provided that:

  • There is no greater risk than from conventional treatment

  • Provided with reasonable skill and safety

  • There is full disclosure and informed consent

NHFA Taking Action

In 2025, NHFA supporters took 78,400+ direct actions through our advocacy platform—responding to urgent calls to action to support or oppose legislation impacting health freedom. These actions represent real people engaging in the democratic process to defend bodily autonomy, protect practitioner access, and push back against coercive health policies. This level of engagement demonstrates the growing strength and reach of the health freedom movement—and the critical role NHFA plays in activating informed, effective citizen advocacy.
