In America today, an herbalist, a homeopath, or complementary and alternative practitioners of many kinds, can face investigation — and in some cases even prosecution — not because they harmed anyone, but because they helped someone without the “right” government license.

Health freedom isn’t just about saying “no” to mandates.

It’s about protecting the right to say “yes” — yes to herbalists, yes to homeopaths, yes to traditional healing practices that have served families for generations.

In most states, licensing boards doing investigations don’t ask:

 “Was anyone harmed?”

 They ask:

 “Were you doing something that looks like healing without our permission?”

Without a Safe Harbor law, the question is:

 “Are you practicing without a license?”

With a Safe Harbor law, the question becomes:

 “Did you harm someone or violate a clearly defined prohibited act within the safe harbor?”

That difference changes everything. And right now, that difference is being fought for across the country. Just this month:

  • New Hampshire: A State Senator introduced a Safe Harbor practitioner exemption bill at the request of a constituent last week. We quickly responded and helped supply testimony, draft amendments, and provided written follow-up after the hearing. Although the bill was sent to study this session, we are committed to supporting New Hampshire leaders in building a coalition to reintroduce a bill next

  • Maryland: This week, Maryland health freedom leaders joyfully announced the introduction of their Safe Harbor practitioner exemption bill for complementary and alternative practitioners. Our attorneys have worked alongside Maryland leaders and counsel to train the leaders, recommend and review bill language, and meet regularly with leaders to help shepherd a Safe Harbor bill to passage.

  • Oklahoma: Safe Harbor bills are now filed in both the Oklahoma House and We have been part of the local group’s efforts and are now working to assist them in the reconciliation of differences in the drafts to give the legislation its best chance of success.

  • Texas: The state team is regrouping strategically around primary timelines and remains committed to advancing Safe Harbor next session, and they appreciate that we stand ready to assist them in their

  • Florida: NHFA is working with advocates to get a Safe Harbor Practitioner Exemption bill introduced in 2027.

We are the quiet, steady legislative support engine behind citizen movements. We can provide the bill language. We can train the advocates. We can troubleshoot amendments. We can respond when lawmakers call.

NHFA has spent more than two decades building the legislative framework to protect health freedom at the state level. Quietly. Carefully. Strategically.

Eleven states now protect consumer access to these practitioners on some level, including Oklahoma, Idaho, Minnesota, Rhode Island, California, Louisiana, New Mexico, Arizona (limited exemption for homeopaths only), Colorado, Nevada, and Maine. Fifteen additional states have introduced similar legislation within the past ten years.

Now, more states are stepping forward.

The opportunity is real.
